'Start with roles' is the key.

I think the first of the basic guidelines listed in the source article is critical 'Start with roles. ...'. Unless employees at all levels have a clear idea of their roles and responsibilities almost any organization will fail to operate efficiently, and the IT part of any organization likewise. Currently I work for a small 8-man company that has just been bought out by a larger company. Naturally when we were 'on our own' the IT side of things was pretty un-structured, but it worked. The company that has bought us is now trying to impose their IT infrastructure upon us, and at the moment this is causing problems. The reason - largely because it hasn't been made clear who is responsible for what.
