Transfer pricing is one big reason for the dramatic variation in effective tax rates, Forbes emphasized recently. Prime example: Kroger, which focuses on a domestic market, pays a 36 percent tax ,while internationally focused Hewlett-Packard has an overall tax rate of 18.6 percent.
